Overview Description: The security Advisor shows garbage in the bottom frame

Steps to Reproduce: 
1) Start Netscape 6  and open Security Advisor.

Actual Results: Code appears at the bottom of the frame, and there is no close 
button.

Expected Results: No code apperaing, and a Close button.

Build Date & Platform Bug Found: 2/16 build of PSM with 2/17 Netscape 6 build

Additional Builds and Platforms Tested On: WinNT is OK.
Bulk moving all Browser Security bugs to new Security: General component.  The 
previous Security component for Browser will be deleted.
