I have a LOT of folders.  [In case it matters]
Trying to select the target mail folder for a filter, the first level (including
"Local Folders") behaves normally, the next level (for me an alphabet) comes up
somewhere [inconsistant] on the screen.  I cannot always "catch" it with the
mouse cursor, so I move down it with the keyboard.  If I can manage to select
the desired level-2 folder, the next level submenu appears typically on the far
opposite side of the screen.  As I try moving the selection down the menu, the
menu itself shifts down-and-right, "running away" from the selection.  Because
it is off-screen completely before I arrive at the target selection, I cannot
catch the target.

Restarting Thunderbird corrects the problem for a while, sometimes dismissing
the filter function entirely and starting over also corrects it.
