smooth scrolling slower on pages with non-scrolling background images

With smooth scrolling turned on, when I use the mouse wheel to scroll a page that has a non-scrolling background image, it is much slower (>3x?) than scrolling on a page that does not have a background image, or that has a background image that scrolls with the document. Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.7.5) Gecko/20041111 Firefox/1.0 FC3; fast CPU and video card.

Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.8b2) Gecko/20050408 Firefox/1.0+ The page scrolls fluidly for me. The background picture is html { background: transparent url(/kjell/kjbkg.jpg) no-repeat top right fixed; background-color: #ffffff; } But I don't know what specific bug this dupes to.
