When clicking on the "Authorize" button to submit payment for my energy bill,
BillMatrix will not launch a new window in FireFox where payment is processed. 
First tried allowing site for popus then tried allowing all popups but could not
achieve desire result.

Reproducible: Always

Steps to Reproduce:
1. Login to BillMatrix using PNM account number
2. Enter payment info
3. Click "Authorize" to send payment

Actual Results:  
Nothing, no new window launched.

Expected Results:  
Launched new window to process payment.

Andy, I'm going to assume this isn't still a problem three years later and mark this INCOMPLETE, since without a login there's no way we can go any further.

If it's fixed, please feel free to change the resolution to FIXED.
