<hr>s are styled with border-color, not color. Not sure what to dupe this to/resolve as (wontfix or invalid?) but https://bugzilla.mozilla.org/buglist.cgi?query_format=advanced&short_desc_type=allwordssubstr&short_desc=hr+color here's a here's a search that gives other relevant bugs.
Using inline styles, the color attribute of a horizontal rule <hr> does NOT
render.
The following HTML code works in IE 6, but does not work in Firefox 1.0. I
believe this should work as it is a legitimate use of a CSS property.
