I can view my forum in IE and the colors I encoded in the HTML show up fine on
the scroll bar; however, in viewing the same pages in firefox browser the
scrollbar color doesn't change at all.

Reproducible: Always

Steps to Reproduce:
1.just use the firefox browser to view the url listed above
2.Then view same page in IE, paying attention to the scroll bar colors
3.

Actual Results:  
your browser doesn't recognize the coding, IE does

Expected Results:  
I expected to see my html in action in your browser as well as any other
