I have taken de-DE structure as base for pt-BR Help and Inspector.

*without BOM, UTF-8 encoded
*extra-jar.mn copied from de-DE locale
*added to defines.inc:

#define LOCALE_HAS_HELP
#define LOCALE_HAS_HELP_IMAGES

Yes.
Then it's up to Pike.
I'm waiting for an approval-l10n- to test the current 1.0.1 pt-BR builds or an
approval-l10n+ to commit the help/DOM.

I would liked to have localized help.  Furthermore, the contributor who did the
translation had a lot of work.

if it didn't make it into 1.0.1, it will most likely not make it into 1.0.2, if
we even had to make one.
