When a user has a large number of bookmarks (>44, with my configuration),
scrolling down beyond the 44th causes the top four ("Bookmark this page" .. 
Manage bookmarks") to scroll out of site.  I believe that they should remain
static at the top of the list, no matter how far down the user scrolls.  This
roblem is exacerbated by the fact that "Bookmarks" re-opens at the last scrolled
position.

Reproducible: Always

Steps to Reproduce:
1. Create $n$ bookmarks, for large $n$
2. Take the "Bookmarks" option and scroll to the bottom of the list
3. Observe that the top four entries (which have special semantics) have disappeared

Actual Results:  
The top four entries (which have special semantics) have disappeared

Expected Results:  
Caused to the top four entries to remain static, and not to scroll.
