After changing the value of "network.enableIDN" to false at about:config, it is
ignored after restarting firefox.
It happens with Firefox 1.0 downloaded from your web server.
Changing it at all.js doesn't work either.

Reproducible: Always

Steps to Reproduce:
1. Open about:config
2. Find network.enableIDN key to 'false'
3. Go to "http://www.shmoo.com/idn/"
4. The spoof fails
5. Restart mozilla
6. Go to "http://www.shmoo.com/idn/"
5. The spoof works again

Actual Results:  
The unicode IDN works

Expected Results:  
IDN should be disabled.
