Opening a new window causes update notification icon to appear, in the new
window only. Clicking the icon checks for updates but finds nothing, nor does it
clear the icon. Original window is not affected.

Reproducible: Always

Steps to Reproduce:
1. Start Firefox.
2. Open a new window without closing the first one.


Actual Results:  
Update icon appears next to menu bar items in the new window only. First window
is unaffected. Clicking icon to check for updates does not remove it.

Expected Results:  
Update icon should not appear unless updates are actually available. Clicking
icon and finding no updates should clear the icon.
