When a popup with no menu (default popup behavior) is opened, "shaded" toolbars
(toolbars shade/unshade when you click on their leftmost button) are displayed
nevertheless. If you then click to unshade those toolbars, they disappear as
expected.

Reproducible: Always

Steps to Reproduce:
1. Shade a toolbar
2. Go to a page with menu-less popups (autoloading popups or not)

Actual Results:  
Shaded toolbars are displayed

Expected Results:  
No toolbars displayed
