283079 - Right-click context menu goes offscreen and does not scroll or resize top edge

After installing numerous extensions (list to follow in Additional Information),
I right-click on a page or an image and the top edge of the right-click context
menu goes off the screen, unavailable.  The bottom of the context menu does have
a scroll arrow when more items are available but the top's (if present) is not
visible.  The menu also doesn't reposition itself lower on the screen to show
more options if I click near the top of the page, and the off-the-screen is far
more dramatic.

Reproducible: Always

Steps to Reproduce:
1. Add numerous extensions.  My list is in Additional Information
2. Right-click (toward top of screen is most obvious) and look for the items at
the top you wanted to use

Actual Results:  
I could not get to the top items on the context menu

Expected Results:  
Repositioned the context menu so the whole shown menu was on the screen, and if
it was longer than the screen then provide arrows (that show on the screen) at
top and/or bottom to scroll through the options
