When closing all browser windows and leaving the download manager open I am not
able to open a new browser window any more until I close the download manager.

Reproducible: Always

Steps to Reproduce:
1. Download something with download manager open.
2. Close all Firefox windows except the download manager.
3. Try to open a new browser window.

Actual Results:  
The window I want does not open.

Expected Results:  
Open a new window.
