If you download something using the download manager, then close the main
firefox window, then the main firefox menus don't work.

The menus start working again if you cancel the download or wait for it to
finish and close the download manager window.

Reproducible: Always

Steps to Reproduce:
1.start firefox
2.download something (eg
http://ftp.mozilla.org/pub/mozilla.org/mozilla/nightly/latest/mozilla-powerpc-apple-darwin6.8.dmg)
in the download manager
3.close the firefox browser window
4.click on 'File'

Actual Results:  
The word 'File' is highlighted, but no menu appears. Same for other menus.

Expected Results:  
I expected a menu to appear.
