With the download manager set to auto-close, it's possible to get it stuck in
customize toolbar mode.

Reproducible: Always

Steps to Reproduce:
1. Make shore "Close Downloads window" (which should be more descriptive, btw)
is checked in download prefs
2. Begin a download
3. Open the download manager customize toolbar sheet via right-click or the view
menu
4. Wait for the dowload to finish and the download manager to close itself
5. Open the download manager

Actual Results:  
Download manager is stuck in "customize toolbar" mode (i.e. icons move around
instead of performing their functions when clicked, spacers are visible),
although the customize toolbar sheet itself is missing, so there is no way to
cancel it.

Expected Results:  
Download manager should either refuse to auto-close when the customize toolbar
sheet is open, or it should automatically cancel the customize toolbar sheet
when closing (the first option is more user friendly, of course).
