I would like to specify recurring events on the first and third tuesday of every month

Some recurring events are based on their position within the month. It would be
nice to specify recurring events as:
the {first|second|third|fourth|last} {mon|tue|wed|thu|fri|sat|sun} of the month,
repeated every {month|year}.
For example, I need to remember to move my car every first and third Tuesday of
every month, because they sweep the streets and give tickets to cars still
parked in the street.
Or, Thanksgiving is celebrated on the fourth Thursday of every November.
Reproducible: AlwaysSet the start date to the date of the first occurence. In the recurrence tab, select Repeat every 1 Month. Then you'll see the nth XXXday of the month appear as a choice. To get the 2nd and 4th XXXday, make two events.
