283426 - Match Failed error "did not match anything" is inappropriate when user matching is off

steps:
1. disable user matching
2. try to cc a substring of a user's email address to a bug

actual results:
Match Failed
	  	

One or more of the names/email addresses you entered into fields on the previous
page were unable to make a valid match. Go back to the previous page and try
other names/email addresses.

CC: 	blah did not match anything

bleh did not match anything 

expected results:
no mention of matching when matching is disabled. tell me that there are no
users with those names.

bonus points:
if i'm a god, suggest i enable user matching.

The usermatchmode parameter no longer exists, and so you cannot disable user matching anymore, see bug 399089. So there is no point in fixing this bug. And that's too minor to take it on branches.
