283596 - "Load Images from originating website only" pref not working in new options dialog

The "Load Images from originating website only" is check by default (should not be?)
and is NOT working. (When enabled I am still able to load images from other
domains).

Reproducible: Always

Steps to Reproduce:
1. Enable "Load Images from originating website only"
2. Open a site with 'remote' images.


Actual Results:  
The 'remote' images are still loaded.

Expected Results:  
The 'remote' images should not be loaded/displayed.

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs,
filter on "beltznerLovesGoats" to get rid of this mass change
