28371 - first time bug filers should get a welcome message encouraging more participation

The very first time a given email address (user) files a bug, it would be great 
if they would automatically be sent a one-time-only "thanks, welcome, and 
get more involved" email message saying the following:

- Thanks for testing Mozilla and for filing your bug.
- If you haven't already attached a simplified test case to your bug, please do; 
it will help QA and engineering to fix the bug sooner.
- If you have the time, please join us in making Mozilla the best browser 
possible by helping to simplify bug reports in the BugAThon at 
http://www.mozilla.org/newlayout/bugathon.html
- Please make sure your bug report complies with the QA bug writing guidelines 
at http://www.mozilla.org/quality/bug-writing-guidelines.html
- [list of QA URLs worth reading]

Implementing this would require having a one-bit flag for each email address in 
the database default to off when the account was created, and set to on (sending 
the message) the first time a bug was filed.

Like Bugzilla doesn't generate enough spam?

Seriously, I think a more reasonable time to email this stuff is when people
create their original Bugzilla account and get emailed their password.  That
way, they get it *before* they submit a bug, and it's not an extra piece of
mail.

If you agree, then this bug should be reassigned to cbegle or endico, who can
tweak the installation at bugzilla.mozilla.org to include whatever text you all
agree upon.

Terry's idea is good. Happy to brainstorm on wording if desired but I imagine 
Christine will be all over this. Thanks!
