Searching through the actions list is flaky. For example:
-open up the dialog
-type a character and wait for list to refresh
-hit backspace to erase the character entered
At this point, all the actions should be redisplayed. However, instead the list
goes completely blank, and I can't seem to get it to return unless I reopen the
dialog.
There may be other sketchinesses present, but I know nothing about the code
being exercised, so I don't know what actions would be best used to test for
other glitches.

Also I can't remove any entry from the download actions. The button is always
grayed out

Not sure if this is related, but with Download Manager Tweak, if you click
Tools: Downloads, and then click on the "Options" button in the top right, it
comes up with a strange box. Just an FYI.
