Holding down the shift key while clicking on the toolbar's Reload icon forces a
reload bypassing any cached content.  In Internet Explorer the same function is
achived by holding down the control key while clicking Refresh.

Neither choice is any better than the other, but it is frustrating that they
differ - as I test web pages on both browsers I often find myself doing the
wrong thing and not understanding why my changes are not visible.

I imagine that FF / Moz could easily be modified to react to Ctrl as well as
Shift, without any disadvantages that I can think of.  How about it?

Steps to Reproduce:
I concur, because:

Shift-F5 does nothing
Control-F5 is 'hard refresh'
F5 is 'plain refresh'

but 

Shift-click (on the reload button) is 'hard refresh'
Control-click is plain refresh
Click is plain refresh

In the name of consistency, I think these should match. If Shift-F5 conflicts
with something, perhaps disable shift-click on the refresh button so it provides
negative feedback (i.e. shift-click and shift-f5 both do nothing.) Anyway it's
annoying to hit shift-f5 and have nothing happen, or shift-click on the reload
button and not be entirely able to remember whether it actually issued a hard
refresh or not.
