Even if the default behaviour of Firefox is set to open links a new tab in the
most recent window, the extension manager will still open the extension webpage
in a new browser Window.

Reproducible: Always

Steps to Reproduce:
1. Make sure the default handeling of external links is 'Open a new tab in the
most recent window'.
2. Click Tools->Extensions, and click the 'Get More Extensions' link.
3. The Extension website opens in a new window, rather than in a new tab in the
most recent window.

Actual Results:  
A new browser window opens.

Expected Results:  
A new tab should open.
