When viewing saved passwords, the "Password Manager" dialog box does not resize
properly.  The internal tabbed portion does not resize vertically as the
external portion does.

Reproducible: Always

Steps to Reproduce:
1. Tools > Options > Privacy > Passwords > View Saved Passwords
2. Vertically resize "Password Manager" window that pops up
3.

Actual Results:  
The outer portion of the window resized, while the internal, tabbed section did
not.  

Expected Results:  
Internal section resize to match external portion.

Shouldn't that window also display a resize widget in the bottom right?  I see
the Download History windows does.
