Reload never completes reloading the page when reloading a local file. The
progress bar in the status bar never finishes and the spinning circle (I don't
know what it is called, but in old versions of IE it was the spinning globe)
never stops.

If you hit reload one more time, it will reload the page very quickly and correctly.

Reproducible: Always

Steps to Reproduce:
1. Open a local .htm file
2. Hit Reload
3. Wait a few minutes. The progress bar in the status bar will never complete
4. Hit reload again. Everything is fine now.

Actual Results:
The progress bar doesn't finish after the first reload operation. It will
complete as expected after the second reload

Expected Results:
Reloaded the page correctly the first time
Confirmed here too. I think it has something to do with missing files. So if
your local page refers to "images/flag.gif", but no such file exists, Firefox
will keep on refreshing forever.
Version 1.06 here.

Works for me using Firefox 2.0.0.3 on Mac OS X and Windows XP SP 2. If you can reproduce using Firefox 2.0.0.3 or later with a new profile, please comment and reopen this bug.
