284009 - Tooltips for tabs appear and stay when they shouldn't

Open a new tab, then move the mouse over any of the tabs briefly then move away
from the tab.  It doesn't have to be very long.  A tooltip with the tab's title
will appear.  However, moving the mouse away doesn't make the tooltip go away.

I didn't see this on the 2005-02-23 Firefox nightly trunk, but saw it on
2005-02-25 and 2005-02-26 trunk nightlies.

This is likely a dupe of bug 244385, see it's later comments.

Gavin, it's possible this is a dupe of bug 244385.  It's not clear to me from
the descriptions if this is really the same root cause, since that bug is about
a problem with the tab context menu, where tooltips shouldn't appear at all. 
However, tooltips *should* appear for tabs;  they just shouldn't stay so long.

In any case, if you're sure this is a dupe, please go ahead and mark it so.
