Now that unknown quip owners have a NULL userid instead of 0, quips.cgi
generates a SQL error when displaying the list of quip owners.

Just to be clear, for release note purposes, this regression happened on the
2.18 branch, but after 2.18 released, correct?  In which case it doesn't even
need to be mentioned in the release notes.
