Removing the first language in the list in options results in a ghost entry in
the list.

Steps to Reproduce
1. Goto Tools->Options->Advanced->General->Edit Languages.
2. Make sure there are at least two languages in the list.
3. Highlight and remove the *first* one in the list.

Actual Results
The language disappears from the list but a "[]" entry replaces it, the
resulting intl.accept_languages pref has an extra comma at the front, e.g.
",en-gb,en".
