284110 - Delayed/Weird caret blinking in any searchbar/addressbar

Steps to reproduce:
1) Tools->Options->Downloads->'View and Edit Actions'
2) Select an action then point and click in the search area
3) Caret delayed in appearing and at first blinks rapidly then slows down

Weird blinking doesn't occur everytime so do steps 1-3 a few times on different
actions. The delayed caret happens everytime.

I also see this in the addressbar and the searchbar

I frequently see this but found that it was dependent on other processes on my
computer (even other dynamic pages - reload processes).
I I stop those processes and open just a single static page the "problem" is gone.

Resolving as INVALID since this depends on other processes running and causing
computer to "lag".
