Named anchors have style changed on mouse over but shouldn't

This page has named anchors in it that are not links. When hovering the mouse
overtop of the named anchors, the text style changes according to the stylesheet
for links, however, these are not clickable links, just named anchors.
Reproducible: Always
Steps to Reproduce:
1. Load page
2. Hover mouse on named anchor, such as the Question #1 text header at the
second box
Actual Results:
The text style changed according to the stylesheet.
Expected Results:
The text should have stayed as-is since it is not a clickable link.

Actually a dupe of a post gecko 1.7 resolved bug.
