I was playing a game (pogo.com) in a popup window. Since it's a popup window,
theres no navigation function or tabs. I clicked on a link in IRC and it opened
in this same window. There's no way to go back to the previous site, but when I
close the window it warns me that there are 2 tabs open, even tho I cannot see them.

Reproducible: Always

Steps to Reproduce:
1.access a website that uses allowed popups
2.click on a link (in IRC, for me) that opens a new window

Actual Results:  
The new link opened in the unnavigatable popup window with no visible tabs.

Expected Results:  
Open a new window, or open as a tab in an already open navigatable window.
