Just as we display the time stamp of the reception of the mail in the mail
panel (where we display the From, To, Subject, etc.) we should display the
the time zone (+/- xx : yy from GMT) and time stamp of the sender.

This is a very useful information, particularly when people work in locations
spreaded geographically. Netscape has this feature.

Reproducible: Always

Steps to Reproduce:
View any mail.
Actual Results:
The sender's time info is not available.

Expected Results:
Shud display the sender's time.
This feature is available: set the preference
  mailnews.display.original_date
to True, and the original date w/ TZ will be displayed in the envelope panel
(but not in the Thread pane). See bug 118899.

This setting will not be turned on by default.
