Links in a frameset with a target to other fram in the same set do not work. No
site is opened. navigation is impossible. I've created a simple demopage at
http://beta.stema.de/test More not working pages are: www.phm.de,
www.flirtlife.de and so on. Please check.

Reproducible: Always

Steps to Reproduce:
1. go to http://beta.stema.de
2. klick on the link on the left side
3. nothing happenes with moz1.8a6 or 1.8b1

Actual Results:  
the last working moz is 1.8a5

Expected Results:  
of course the link should load the page in the right frame. is working with ie
and moz1.8a5

WFM with Mozilla 1.8b2 build 2005022305/2005030105 on WinNT4. Resolving. 

Reopen only if you can reproduce the problem with a current trunk build and a
clean profile (without extensions).
