Details

Steps to reproduce:
1. Go to enter_bug.cgi
2. Fill out a bug report, and mark it as depending on some other bug (to which 
you have no previous relationship).
3. Commit.

Expected Results:
Bugmail received for the newly reported bug ONLY.

Actual Results:
Bugmail received for the newly reported bug, AND for the bugs it depends on.
The mails show "X-Bugzilla-Reason: Reporter".
I searched for an existing bug before.... but apparently used the wrong 
keywords.
