On the Mac, a click to a background window always brings it into focus and
nothing else (see for example bug 282598).

The appearance of the mouse pointer refelcts this: open two Textedit windows,
bring one to focus, and hover over the second: no I-bar, just the plain pointer.

Mozilla and Firefox break this rule: pages in the background (while the app
itself is in focus) change the pointer, eg for links.

I don't see this bug on trunk. (Only when a context menu is open, which is bug 425556.)
