The check box and radio button labels in the Tabs and Downloads panels of the
new Preferences dialog are missing underlined letters indicating accelerator
keys for those options.

Accelerator keys are also missing for the Sanitize dialog box and also for the
buttons in all security dialog boxes (Certificate Manager, View CRLs, etc).
