German terms with special characters (e.g. Umlauts) entered in the Search bar
are not passed correctly to German Wikipedia. The result is invariably "not
found", the special characters are replaced by question marks. This makes the
search bar a waste of time when it comes to German Wikipedia searches in most cases.

Reproducible: Always

Steps to Reproduce:
1. Enter any word with Umlaut, e.g. "Löwe" (without the quotes) in the search field.
2. Select Wikipedia (DE) as the target for the search.
3. Press Enter.

Actual Results:
A page shows with no results and the Umlaut replaced by ?

Expected Results:
Should have found the word with Umlaut, e.g. "Löwe" (without the quotes) in
German Wikipedia.
