On the site, http://ilikethis.intreon.net/, I am unable to use the scrollwheel
to scroll the main content layer (div) which has a scrollbar as a result of the
overflow.  I am able to use the scrollwheel to scroll frames and complete pages,
but not specific layers(div).  This problem does not occur in IE, only Firefox.

Reproducible: Always

Steps to Reproduce:
1. Goto http://ilikethis.intreon.net/.  If the Content is not long enough use
http://ilikethis.intreon.net/?main/news.
2. Try scrolling the Content area using a mouse scroll wheel
Actual Results:  
It does not scroll using the mouse scroll wheel, you have to use the scrollbar
directly.

3. Visit any frames based site such as:
http://lynbrooksd.net/external/http://www.cahssa.org
and you are able to scroll using the mouse scroll wheel.


Expected Results:  
The software should have scrolled the content (div) layer when scrolling with a
scroll mouse just as it does with a frame.
