tabindex="-1" is not ignored when tabbing.

"Click here" in example URL is tabbed to.
IE6 respects the tabindex.

Reproducible: Always

Steps to Reproduce:
1.html page only has one tabindex
2.this tabindex is on a <A tag
3.tabindex="-1"

Actual Results:  
anchor tabbed to

Expected Results:  
anchor skipped
