can not get "tab windows"

os:  windows2003 server

Reproducible: Always

Steps to Reproduce:
1.open fireFox, "tab windows" is not there.

Actual Results:  
no "tab windows"

Expected Results:  
"tab windows" under toolbar.
print screen file too large and can not be attached.
i'm sorry, i don't understand your description 

Under Tools - Options - Advanced, uncheck "Hide the tab bar when only one site
is open".

Please provide more info?
