28454 - Text pastes in duplicate to html compose via shortcut

Using 2000-02-18-08m14 commercial builds linux rh6.0, NT 4.0 and Mac OS 9.0

When pasting text from the clipboard to a new message html compose window via
the keyboard shortcut (Ctrl+V, Alt+V or Command+V) the text will be pasted in
duplicate. If using the menu item Edit|Paste text will be pasted properly.

This doesn't happen in the plaintext compose window.

1.  Go to mail window, set mail account to use HTML compose window.
2.  Open a new message compose window.
3.  Type some text in the body and copy it or copy text from a page displayed in
the browser.
4.  Paste the text from the clipboard into the message compose body using the
keyboard shortcut appropriate to the platform.

Result:  When pasting via keyboard shortcut into html compose window text is
pasted in duplicate.

Verified as duplicate, also verified to be working ok using feb24 commercial
builds.
