128-bit certificates from Verisign are flagged with a warning that the issuer
cannot be verified

Reproducible: Always

Steps to Reproduce:
1.open any secure site with a 128-bit certificate from Verisign

Actual Results:  
warning dialog appears indicating that the certificate issuer could not be verified

Expected Results:  
correctly verify the issuer of 128-bit Verisign certificates

Ok, now, I can only reproduce this error when visiting
https://secure.unionsecure.com with a fresh browser.

I think it was the standard "webmaster forgot to include intermediate cert", but
has now fixed it.
