there are at least 4 ways to do this,

the traditional way is to have a real conflict with someone and insist on your
resolution

the less traditional ways include:
saving the bug to disk, inserting a base href and fixing the html based on an
open bug

using domi to insert the fields you need based on an open bug

use a bookmarklet to make the page a get url and then rewrite the url

i'd like to vote against fixing this bug.

having to reopen poorly resolved bugs in bugzilla.mozilla.org sucks. the bugmail
is not worth it.

please consider allowing some people to do direct resolution changes.

Prevent a user from hacking the URL in order to either remove the resolution of
a resolved bug or to change the resolution of a bug which already has one. In
this last case, the user should first reopen it.

As timeless notes, there's a legitimate use for changing the resolution without
reopening the bug.  Instead of proscribing this, we should make UI for it so
users don't have to resort to hackery to make it happen.

clearing target of DUPLICATE/WONTFIX/INVALID/WORKSFORME so they'll show up as
untriaged if they get reopened.
