When downloading a file and all browser windows being closed, the user is unable
to open a new browser window or use firefox in other means until the download
has finished or has been aborted. Maybe OS.X only.

Reproducible: Always

Steps to Reproduce:
1. Start a longer download.
2. Close all firefox browser windows, but the Download Manager.
3. Try to open a browser window or use any of the menus ("file/new window" for
example).

Actual Results:  
Unable to open a browser window or use firefox until download has finished or
has been aborted.

Expected Results:  
Open a new browser window.

Problem exists for long time. I thought somebody had submited this bug before.
Tested With OS X 10.3.8. Confirmed on a second machine with same result.
