if TEMP directory doesn't exist, Thunderbird has major problems

Last night I deleted the temporary directory for windows and forgot to recreate
it again.  Here's a list of problems.

1. I went into Thunderbird 1.0 Final and when it was receiving email, it could
only receive 1 message and then stop.  I then would check the mail again and it
would receive another message and stop.  The messages that were retrieved
weren't even valid.  The emails only contained the character '-' in most of the
fields (subject, from, body).  None of the original email is there, causing you
to loose the current email information.

2. When trying to send an email, I would get the message "unable to send or save
email c:\windows\temp\nsmail.html"

I'm going to see what other problems Thunderbird has when the Temp directory
isn't there.

Steps to Reproduce:
1. Delete temp directory
2. Open Thunderbird and try to get your email or send email.



Expected Results:  
If Thunderbird needs a directory that isn't there to function, either create the
directory or warn the user and disable functions that would cause errors.
Confirming "lack of automatic TEMP directry creation feature" portion, based on
test in bug 260034 (See bug 260034 comment #45).
(Since bug 260034 is different problem, automatic "TEMP" directry creation was
not requested in it.)
