Since the fix for the bug 237776, the small inactive reload button doesn't look ok.
It's higher than other buttons, and displays the bottom of the home icon plus
another one.
Loading a page makes the icon go to the active reload button, which is fine (and
make the toolbar shrink a bit)

Reproducible: Always

Steps to Reproduce:
1.Right click on the toolbar, pick Customize
2.Check : "Use small icons" at the bottom of the sheet
3.Open an empty tab, and watch the inactive reload button in the toolbar.

Actual Results:  
The inactive reload button don't look good, and the toolbar is higher than it
should.

Expected Results:  
Proper innactive reload button should be displayed
