I went back and investigated the XPI and found that it had no install.rdf. Firefox should never let me install something that lacks a manifest. Reproducible: Always Steps to Reproduce:

It is intentional that you can install extensions which only include a install.js.

Backwards compatibility, see if this wouldn't have been, you couldn't have installed Bugxula :)
Yes, I installed Bugxula, it wasn't compatible, and I had to blow away my whole profile to get rid of it.
