Details

Need a bugzilla product (or component under Toolkit?) for XULRunner
Let's go with the toolkit component until we have a need for more than a few
sub-components. If that happens, we can promote to a product. 
i need a description, default owner, and qa contact. i can setup the qa contact
or owner to be a .bugs address if you like.

correction:

owner should be nobody@mozilla.org to be consistent with other toolkit components.  

qa should be xulrunner@toolkit.bugs
