Any attempt to download a file cause the "..because the source file couldn't be
read" alert. Any attempt to save a webpage only cause a js alert:

Tested on three different Mozilla profiles on two different XP accounts - on the
same PC. All show the same behaviour.

Deleted compreg.dat without any effect.

Did you delete compreg.dat while Mozilla was shutdown?

If not, then this is a DUP of bug 180672.

No - i followed instructions from that very bug loaded this, even restarted
afterwards; javascript:navigator.plugins.refresh(true);void(0)
The file was recreated as far as i can tell - creation timestamp was today 
Oh well.
