Using an input item, type="file", the onfocus handler is triggered when the
"browse" button is clicked, but not when the text input field associated with
that input item is given focus.  Replacing the type from "file" to "text"
produces an input field that does trigger the onfocus handler when the focus is
given to that text field.

Reproducible: Always

Steps to Reproduce:
1.Create a form in an HTML file
2.Add a tag <INPUT type="File" onfocus="someHandler()">
3.Click the mouse on the resulting text field of the input.  The handler is not
triggered.  However, clicking on the "Browse" button does trigger the handler

Actual Results:  
The handler is not activated.

Expected Results:  
The hander would get control (and I would see some associated action done,
specifically, some radio button being checked)
