Scrolling in the Cookies dialog (in the new Options UI) is very sluggish.

The dialog stops responding for long amounts of time (from a few seconds to 60
seconds) between scrolling 'ticks', making normal scrolling impossible.

Reproducible: Always

Steps to Reproduce:
1. Make sure enough cookies are stored that you have to scroll to see them all
in the Cookies dialog.
2. Open Tools -> Options -> Privacy -> Cookies -> View Cookies
3. Scroll downwards using mouse wheel or by clicking the bottom area of the
scroll bar to go down a page at a time.
Actual Results:  
After each 'tick' the dialog stops responding for a long time - for instance up
to 60 seconds, depending on how far down you scroll.

Expected Results:  
Scrolls smoothly, at least one 'tick' per second.

This was also reported in bug #283640 comment #4.  The problem remains although
bug #283640 is fixed.
